Part of what is needed to make artist-run centres permanent as parallel structures that perform an equal but different function to museums and galleries, is to recognize and support the staff as workers, not just as committed amateurs.

While they disburse funds, the arts councils do not employ the staff of artist-run centres, nor are they required to award funds as requested, but evaluate applications and allocate funds according to conditions such as overall budget allocations.

Could you be more precise in naming what exactly is the MEB? I am craving something here that wraps up or defines what you have laid our for us above. Like "This dynamic of negated value between employment and funding". Something short but to the point.
The low wage and massive workload on the shoulders of one staff member makes it impossible to expand, but evidence of expansion is expected as justification for a funding increase.
