I am missing a bit of the details from the first draft about arcs asking for budget increases. I think putting one sentence back in here would be helpful to differentiate between a failed grant request and a failed request for an increase in structural funding.
From the funders’ side, Aarts councils have no obligation to fund every application they receive, nor must they match the requested budget, so it would seem almost childish to blame the funders for low staff wages at artist-run centres.

I know exactly what you mean, but I don't think that the argument tracks correctly in the way it is worded here.
Within these relations of direct contact with the artist-run centre, everyone is just doing their best to manage with insufficient budgets.

Strangled operating funding also makes it much harder to obtain an increase in already-obtained operating funds. To whit, FCG receives operating funding, but these funds remain too low to adequately compensate their staff, and the centre has not received an increase in over six years despite the pandemic and inflation upending real costs.
